OSRL & Industry: Outreach - Engaging Regulators

Stakeholder Mapping for More Effective Engagement

OSRL is an organisation representing the best oil spill response and preparedness practices of a wide cohort of the international oil industry.  As such, this unique status gives us the ability to engage constructively with regulators and those governmental authorities that will be in charge when a major oil spill occurs.  We recognise that effective response is borne out of collaborative working relationships established in “peacetime”.  We seek to build rapport, often using the Joint Industry Project communication toolbox to frame a technical discussion on matters of oil spill preparedness and response but more importantly as a means to establish and maintain good working relations necessary for effective response.

We have examined closely the working relationship that we maintain with a diverse selection of stakeholders and have focussed our outreach on those regulators where an increased level of engagement will offer the best strategic benefit to our members.

Opportunities to engage with governmental administrations including national regulatory bodies are planned out each year where possible, however we also take advantage of ad-hoc engagement opportunities which arise and record the outcomes when they have taken place.  Engagement can take many forms including:

  • Conferences and seminars
  • Two-way information exchange visits
  • Invitations to share industry technical workshops
  • Broadening participation in member exercises
