Training Standards

OSRL is a Nautical Institute accredited training provider to the Oil, Gas and Shipping Industries and we provide a full range of courses to international and globally recognised training standards such as:

  • International Maritime Organization (IMO),
  • UK Maritime and Coastguard Agency (MCA) and,
  • UK Government Department of Business, Energy and Industrial Strategy (BEIS), formerly Department of Energy and Climate Change (DECC).

We have also developed our own certification standard; OSRL Certificate of Completion.

The Nautical Institute is appointed by the UK Maritime and Coastguard Agency to accredit Oil Pollution Preparedness, Response and Co-operation (OPRC) Oil Spill Response training courses at all UK levels of training and their equivalent IMO levels 1, 2 & 3. The Nautical Institute is recognised in this role by the International Maritime Organization.

The UK Maritime and Coastguard Agency (MCA) develop the UK training standards in accordance with the requirements of the International Maritime Organization’s (IMO) International Convention on Oil Pollution Preparedness, Response and Co-operation (OPRC). The MCA’s standards are adapted from the IMO Model Training Courses and tailored to meet the UK needs.

As the first oil spill training organisation to receive accreditation by the UK Nautical Institute (NI), OSRL are accredited to deliver the full range of UK oil spill response training courses on behalf of the MCA. MCA levels of training include:

  • Oil Spill Operator - First Responder (MCA Level 1 to MCA Level 2),
  • Shoreline Site Supervisor (MCA Level 3),
  • Oil Spill Clearance - On-Scene Commander and Oil Spill Response Management (MCA Level 4 and MCA Level 5).

 

As certain IMO Level Training Courses are compatible with UK standards, OSRL demonstrates accreditation to IMO equivalent levels also.

The UK Government Department of Business, Energy and Industrial Strategy (BEIS), (formerly the Department of Energy and Climate Change (DECC)), along with the UK Maritime and Coastguard Agency (MCA), develop the UK training standards in accordance with the requirements of the International Maritime Organization’s (IMO) International Convention on Oil Pollution Preparedness, Response and Co-operation (OPRC). BEIS standards are adapted from the IMO Model Training Courses and tailored to meet the UK needs.

As BEIS is responsible for the accreditation of oil spill response training for the UK Offshore Oil Industry, the standards set are specific to operations in the UK Continental Shelf (UKCS) region. As a Nautical Institute (NI) accredited training centre, OSRL is accredited to deliver the full range of UK oil spill response training courses on behalf of BEIS. BEIS courses, certified as OPEP level training courses, are presented primarily in Aberdeen and Southampton. The UKCS Response and Control course (OPEP Level 4) is recommended for UK delegates who require an IMO 2 equivalent certification.

The International Maritime Organization (IMO) has developed a range of Oil Pollution Preparedness, Response and Co-operation (OPRC) training courses to address aspects of oil spill planning, response and management. These are known as the OPRC Model Courses and OSRL has extensive experience in working with the IMO to deliver these Model Training Courses worldwide. These IMO equivalent courses on oil pollution preparedness and response have been developed for three levels of competency: Operational Staff (IMO Level 1 equivalent), Supervisors and On-Scene Commanders (IMO Level 2 equivalent) and Senior Management personnel (IMO Level 3 equivalent).

Through our accreditation from the Nautical Institute (NI), we are able to deliver IMO recognised (equivalent) OPRC Model Training Courses to UK Maritime and Coastguard Agency (MCA) standards. The Certification for IMO Level courses is MCA or OSRL Certification of Completion.

Oil spill response is ever changing and OSRL is the forerunner in providing new and essential preparedness and response course options. OSRL Certified courses have been introduced to cover topics which are not currently included under the International Maritime Organization’s (IMO) International Convention on Oil Pollution Preparedness, Response and Co-operation (OPRC) and therefore, OPEP or MCA certification.

An important part of our role is to develop and provide both current and relevant training courses to Industry and beyond. OSRL Certified courses help enhance skills or knowledge to improve your preparedness and response capability.

•  Inland Oil Spills,

•  Subsea Well Intervention Services (SWIS),

•  Oil Spill Modelling,

•  Oil Spill Awareness for Vessel Crews,

•  Shoreline Clean-up Assessment Techniques (SCAT),

•  Aerial Surveillance and,

•  Dispersant Monitoring.

 

OSRL Certified courses provide delegates with some of the best preparedness training available globally. These courses are exclusive to OSRL and have been developed by our own oil spill response experts.

The Nautical Institute (NI) accredits training providers to deliver training to standards set by the NI. To receive accreditation, processes, procedures, methods and techniques used by training providers must follow these standards defined and approved by the NI.

As an NI accredited training provider OSRL have demonstrated that our training courses meet the required standards, therefore, OSRL are accredited by the Nautical institute to provide these courses under their accreditation scheme
