Notification and Call Out

This page summarises the steps required to notify and call out OSRL in case of an incident.

1. Member calls OSRL
Any component of the Subsea Well Intervention Services equipment must be mobilised via the Southampton (UK) office:

This office is manned 24 hours/day to ensure your call is dealt with directly. During out of hours, the operator will contact the SWIS Manager.

The OSRL SWIS Manager:

  • Will call back within 10 minutes (24 hours/day)
  • Has extensive response experience
  • Has access to a wide range of planning and predictive tools
  • Will act as the primary point of contact for the Incident Owner

2. OSRL verifies subscription
The OSRL SWIS Manager will first need to verify that:

  • Your organisation has subscribed to the Subsea Well Intervention Services OIE Supplementary Agreement

3. Member confirms spill scenario and equipment required
The initial discussion between the SWIS Manager and Incident Owner will include:

  • Scenario of spill
  • Assets required
  • Location assets to be mobilised from (OIE is stored only at SWIS Base Trieste)
  • Transportation mode (air/sea/land)
  • Special logistics/permits required for the country of disembarkation
  • Additional oil spill response equipment required.

4. Member confirms paperwork
You will need to complete the following paperwork. Signatures are required, so paper copies are used. Please go to EDMS for current versions.

  • Notification Form
  • Mobilisation/authorisation form
  • Subsea Services Equipment Selection form (OIE)
  • SWIS deployment indemnity (OIE). Please note: once the member has completed the indemnity form, it should be converted to PDF format, prior to sending to OSRL.

5. OSRL discuss Saipem support
If the Incident Owner wishes to engage Saipem in country for equipment reassembly/deployment /operation they must contact them directly and arrange a separate agreement.

6. Member supplies import procedures
The Incident Owner clarifies if there are any special permits/import procedures required for the country of disembarkation and provides the necessary documentation.

7. OSRL confirms authorisation signatures
The OSRL SWIS Manager confirms authorisation signatures. No member action is required.

8. OSRL activates SWIS base
Upon completion of the required forms and verification of the mobilising caller, the SWIS Manager will then activate the SWIS Base Trieste Base Manager and Saipem. The Base Manager will be responsible for:

  • Co-ordinating in country response team
  • Liaising with manufacturers and technical support teams
  • Overall responsibility for preparation, pre-testing, loading and handover of equipment to Incident Owner
  • Managing the logistics chain
  • Ensure that exportation procedures and customs clearance are completed
  • No member action is required.

9. OSRL ensures communications flow is followed:
