OSRL was contracted by Shell for the provision of oil spill response equipment, for use at its offshore drilling activities in Bulgaria. As part of the hire agreement, training was provided to onshore and offshore personnel. While the crew were well prepared, the drilling campaign was concluded without incident.  This case study discusses the equipment and training services provided, and highlights the successful delivery and learnings achieved through the close collaboration between Shell, OSRL and Shell’s dedicated contractors.

An Exercise Evolving into a Real Emergency Management

OSRL was engaged by Thailand’sIESG (Oil Industry Environmental Safety Group Association) to assess its oil spill response equipment stockpile and its capability to support in-country oil spill responses, up to Tier 2. Thailand’s Tier 2 capability is unique; representing a coalition between the government, IESG, and its constituent member organisations.

The following case study highlights the scale of the capability review which was completed and the resulting improvement recommendations delivered to all three parties regarding their current equipment stockpile management in terms of quantity, strategic placement and maintenance regime.

Western Australia State Maritime Environmental Emergency Response (MEER) Exercise

OSRL participated in a five-day state-level exercise called the Exercise Ningaloo Challenge, led by Western Australia (WA) Department of Transport (DoT), under the auspices of Quadrant Energy in September 2017.

A key objective of the exercise was to validate the response arrangement detailed in WA DoT’s Offshore Petroleum Industry Guidance Notes, which provide a structured framework to enable an integrated cross jurisdiction response to a ‘Level 3 Marine Oil Pollution’ incident comprising multiple stakeholders. Quadrant Energy was invited to demonstrate their capability to co-manage the response.

Oil Spill Response Limited (OSRL) conducted a Global Capability Review for Compañía Española de Petróleos (CEPSA) in 2016.


The Capability Review was part of an initiative to identify any gaps in oil spill preparedness and response capability in some of CEPSA’s Exploration and Production assets around the world.
