What are the costs involved in joining?

Each member pays a one off joining fee. Each well to be covered must be nominated and paid for: the additional per-well-fee is calculated annually, based on the total number of wells nominated and capital expenditure. An annual per-well-fee applies for a minimum of two nominated wells.

Can I mobilise SWIS services if I am not a member, if so how much would it cost?

No. This service is only available to OSRL members who have signed up to the supplementary SWIS service.

What is the definition of “Short Term”? Is this still on a 6-month basis or well by well?

The Short Term Agreement is for six months for one well only. The cover for each well can be increased by a further six month period on payment of a further fee for each extension. The Financial Standing arrangements will also have to be extended to cover additional periods.

How are the Short Term Agreement costs calculated?

Cost for membership to the Short Term Agreement is per well. The Usage Fee only applies during the Deployment Period and is dependent upon our costs at the time. See clause 5.2 of the Supplementary Agreement for a fuller definition. Please contact the SWIS team for further details.

Can a Short Term Agreement cover two wells?

If you would like Short Term Cover for two wells at the same time then two Agreements would need to be signed. This would mean two lots of all required paperwork i.e. Financial Standing and two subscription costs. Please contact the SWIS team for further details.

What happens if two Capping Stack Systems (CSSs) are requested for a call out to the same incident?

A member is entitled to two CSSs and one Subsea Incident Response Toolkit (SIRT) under the SWIS Supplementary Agreement.

Does OSRL carry out the rebuild of the Capping Stack after it has been flown to the Airport of Disembarkation (APOD)?

No - it is the Incident Owner's responsibility to rebuild, test and deploy.

How long does the notification and mobilisation process take?

This depends on the mode of transportation. OSRL will mobilise its resources immediately on notification of an incident. The configuration required will also determine the length of time.

What is the prioritisation between Full Subscribers and Short Term Subscribers should the equipment be requested?

Access to the equipment is on a first come first serve basis no matter if you are Long Term or Short Term subscribers. There is no difference in prioritisation.

Is there a daily rate or standby rate for the CSS when it is utillised?

No, however the IO must pay for all mobilistation and operational costs and for any repairs, replacements and refurbishments.

Is there a maintenance program in place?

Yes, a maintenance program has been developed for all equipment. Detailed procedures have been developed and are utilised.

Can the Capping Stack System be deployed with the 1m/2m/3m spacer spool fitted on the standard shipping frame?

Yes - the frame has been designed to accommodate any configuration.

Does OSRL provide detailed specification for the sea-fastening of the shipping frame?

OSRL provides a generic sea fastening plan and information specific to the components themselves. It is the responsibility of the Incident Owner to source suitable vessels for the incident with sufficient deck loading capability. 

Can OSRL confirm who pays for the transport cost of the Capping Stack System and the Subsea Incident Response Toolkit to the point of handover?

OSRL will recover the costs from the Incident Owner.

What is the heaviest weight of the Capping Stack?

150,538kg including H4 connector, 3m spacer spool and test stand (130,790 kg without test stand).

Documents on all aspects of mobilisation and deployment, including technical drawings and certification, are available on our online document library. Each member can access the library using the username and password issued to them.

Can member companies receive examples of customs documentation?
