OSRL Signs Memorandum of Understanding with MSRC to Offer Communication Support to Members

Oil Spill Response Ltd (OSRL) and Marine Spill Response Corporation (MSRC) have signed a Memorandum of Understanding (MoU) that will enable OSRL’s members to request a range of emergency communications resources owned by MSRC in the event of an oil spill. 

The new MoU defines the terms of the strategic alliance that has been agreed between the two parties and outlines the process for OSRL’s members to activate MSRC and access its emergency communication packages. 

Established in 1990, MSRC is a non-profit dedicated to supplying response services and telecommunications support for oil spills and other emergency scenarios. At the centre of MSRC’s offer is its Emergency Communications Packages (ECP), which provide a fully integrated mobile communications suite. Delivered in a fully equipped container, each ECP includes an on-board generator, satellite antenna, internet and VoIP connectivity and range of IT and communication equipment to aid a response. 

Commenting on the announcement, Declan O'Driscoll, HSEQ & Operations Support Services Director for OSRL, highlighted the agreement’s benefits to OSRL’s members: “This new agreement enables our members to better meet the communication challenges faced during an incident and is the perfect demonstration of our continuous improvement objective: developing relationships with organisations that actively increase the resources available to our members in the event of an incident. Moreover, as a fellow member of the Global Response Network (GRN), MSRC represents an ideal partner, sharing our values and commitment to increasing spill response capabilities globally.”

Under the terms of the agreement, OSRL’s members will now be able to contact MSRC directly to request relevant technology, resources and infrastructure without being a member of the Marine Preservation Association (MPA), which funds the MSRC’s activities operations.
