UKCS Aerial Surveillance & Dispersant
This supplementary Tier 2 service is available to all Members with oil and gas E&P facilities in UKCS waters. It covers operations in the UK Continental Shelf. In January 2012 OSRL contracted with a new service provider for the UKCS service. This gave the UKCS members access to more sophisticated surveillance equipment such as Electro Optical / Infrared turrets. In 2013 OSRL’s primary asset will come into service and this will provide as significant improvement in communications capability.
In 2012, the service was mobilised 12 times which included over 150 sorties and over 500 flying hours.
The service fully complies with the UK legislative aerial surveillance and spill response requirements set out in the OPRC Convention. UKCS membership is available to OSRL’s Members by annual UKCS subscription. Gas only membership is also available upon request.
Provision of aerial surveillance and dispersant spraying
- Islander Defender - from 1st Quarter 2013 OSRL will provide a dedicated ‘Test Spray’ aerial dispersant capability in an Islander aircraft available from a nominated Scottish Airfield.
- Dornier 228 - on standby at Wick Airport. This is a dedicated aircraft with an extensive range of remote sensing and communication equipment.
OSPRAG Capping Device
- UKCS Operators are expected to be able to demonstrate access and ability to deploy such a stack. Based in Aberdeen, the device is designed to shut-in (and hold pressure) on a blown-out oil well.
Strategic dispersant stockpile
- Procured for use by industry after recommendation from OSPRAG
- Additional stockpiles of dispersant are positioned in Scatsta, Inverness and Southampton.
